Luna began his presentation by outlining gains made in Idaho over the past decade, dating back to the Idaho Reading Initiative instituted by his predecessor Dr. Marilyn Howard. But the current system is not financially sustainable, he said. After $200 million in cuts over the past two years, it will take a decade to return to the K-12 budget of FY 2009.
